This may put your mind at ease or it may not. I worked for a large municipality whose police department issued tickets that charged "Disorderly Conduct." It was one of those charges that was issued to someone who the police want to charge but really have nothing to charge them with. Generally people were taken to the police station based on the charge and then 1) released immediately because the aim was just to get them to the station or 2) the charge was dismissed by the judge because the conduct was not very serious. Many times the charge was lodged because the officers realized they had not correctly followed protocol for more serious charges, e.g., public drunkenness or possession of marijuana. At any rate, I am not saying that it could never be serious however in most cases disorderly conduct indicates something that was not much to worry about.

There were a couple earlier episodes of the series that discussed Robert Cecil's father (William) who had had the same position as Robert Cecil but who was dismissed from court when he discovered that Mary Queen of Scots (Queen Elizabeth's cousin) was plotting against the Queen. William tried to get Queen Elizabeth to sign a death warrant for Mary so that she could be executed for her part in the plot but the Queen refused to do so (probably thinking that William would carry it out any way) and she would have some sort of plausible deniability. Mary was executed and the Queen Elizabeth was allegedly livid and subsequently dismissed William from court. It is said that the Queen did not want to sign the order as it would be imply that regicide (as Mary was a queen) was OK.

I'm not entirely sure but she pretty much has sounded the same way in everything that I have seen her in. In a way, there would be no reason to have this particular affectation for the character in this show. However, it would be interesting and look at the various works she has done (she has been around a long time) and see if the affectation was the same. Believe it or not, I just saw The Big Sick and I thought she sounded pretty much the same way.
