If you're really a Good Samaritan, you do the right thing without seeking a reward because doing the right thing is its own reward. If he really called them hoping for a reward, and called back again looking for a better payoff, he's no longer a Good Samaritan. The check was uncashable by anyone but the recipient and Haribo could easily have stopped payment. It's nice that he called, but he isn't exactly saving the galaxy here. Still, they sent something. That was a nice gesture. Then he got greedy. Boo.

Generally agree with the sentiment here that as long as you're discreet and keep it buttoned down in public, you should be ok. The police don't run any stings or entrapment schemes trying to smoke out LGBTQ people. That being said... Worth keeping in mind that you never want to get crosswise with a national. There are effectively two justice systems in the country, one for nationals and one for expats, and no authority there will ever side with an expat over a national. Just not gonna happen.

I regret I don't have good ideas to offer. The situation is so bad and the internet connections are so shut down. He may be in the military; in hiding in country; in hiding out of the country; or just living his ordinary life but laying low and staying out of contact. What's happening in Ukraine is atrocious and what Putin is doing to his own people is a tragedy. Hopefully he will resurface when this war is brought to an end.
