Published by Reuters By David Lawder WASHINGTON (Reuters) -U.S. Treasury Secretary Janet Yellen on Tuesday said eliminating women’s access to abortion would have “very damaging effects” on the U.S. economy, keeping some women from completing their educations and reducing their lifetime earnings potential and participation in the labor force. Yellen’s comments at a Senate Banking Committee hearing came just over a week after the leak of a draft Supreme Court decision that would overturn Roe v. Wade, the landmark 1973 ruling that established a constitutional right to abortion. The pending decision has raised fears that many more states would enact far-reaching abortion restrictions. The issue dominated a hearing about Treasury’s Financial Stability Oversight Council annual report. Yellen, the first female Treasury secretary, said in response to a senator’s question that research has shown that Roe v. Wade had a favorable impact on the well-being of children and that denying women access to abortions increases their odds of living in poverty or on public assistance. “I believe that eliminating the rights of women to make decisions about when and whether to have children would have very damaging effects on the economy and would set women back decades,” Yellen said. Yellen’s comments drew a rebuke from Republican Senator Tim Scott of South Carolina, who said her framing of the economic consequences of the abortion debate were “harsh” and inappropriate for such a painful social issue. “I think people can disagree on the issue of being pro-life or pro abortion. But in the end, I think framing it in the context of labor force participation, it just feels callous to me,” said Scott, adding that he was raised by a Black single mother in poverty. Yellen responded by saying that reproductive rights allow women to plan “fulfilling and satisfying” lives, which includes having the financial resources to raise a child. “In many cases, abortions are of teenage women, particularly low-income and often Black, who aren’t in a position to be able to care for children, have unexpected pregnancies, and it deprives them of the ability often to continue their education to later participate in the workforce,” Yellen said. “So there is a spillover into labor force participation, but it means the children will grow up in poverty and do worse themselves,” Yellen said. “This is not harsh. This is the truth,” she added. Fellow Democrats came to Yellen’s defense, including Senator Catherine Cortez Masto of Nevada, who admonished Scott not to “impose your experience and your circumstances on others until you walk in their shoes.” Senator Tina Smith, a Minnesota Democrat and another member of the banking panel, told CNN that Yellen was expressing a fundamental truth about women’s autonomy. “She was expressing what I believe almost every woman knows: If you don’t have control over your reproductive life, you don’t have control over any aspect of your life, including your economic opportunity,” Smith said. The 27-year-old pop star – who has nine-month-old son Ender with Alev Aydin – told fans via her Instagram Story: “Obviously my health has changed a lot since I got pregnant and gave birth. I started getting really, really, really, sick… I was hospitalized for anaphylaxis [a potentially life-threatening allergic reaction] a few times and I had some other stuff going on.” Halsey said that after “basically, after seeing a hundred thousand doctors” she was given the news. These conditions add to the ‘Closer’ hitmaker’s well-documented journey with health complications surrounding their endometriosis but Halsey has “been looking for answers” to what was causing the problems for a long time. Halsey said: “I’ve been looking for answers to the root cause of some of these things, which may be an autoimmune disease. And I know I’ve had autoimmune issues for most of my life, especially having endometriosis.” Halsey says “worrying” about her was not necessary as she shared that she was in rehearsal for their upcoming ‘Love and Power’ tour. Russia, which calls the invasion “a special military operation,” poured more troops into Ukraine for a huge offensive last month in the eastern part of the country but its gains have been slow. Russia’s assault on Kyiv was beaten back in March by Ukrainian resistance. “The Russians aren’t winning and the Ukrainians aren’t winning and we’re at a bit of a stalemate here,” Lieutenant General Scott Berrier, the head of the Defense Intelligence Agency, said before the Senate Armed Services Committee. He added that so far, between eight and 10 Russian generals have been killed. Pentagon spokesman John Kirby said that while Russia had made no major gains in Donbas, its troops were making incremental progress. The war has claimed thousands of civilian lives, sent millions of Ukrainians fleeing and reduced cities to rubble. Moscow has little to show for it beyond a strip of territory in the south and marginal gains in the east. Putin exhorted Russians to battle in a defiant Victory Day speech on Monday but was silent about plans for any escalation in Ukraine despite Western warnings that he might use his Red Square address to order a mobilization. During the same hearing, Director of National Intelligence Avril Haines said a Russian victory in the Donbas region in eastern Ukraine might not end the war. “We assess President Putin is preparing for a prolonged conflict in Ukraine during which he still intends to achieve goals beyond the Donbas,” Haines told lawmakers. She said the United States had indications that Russia wanted to extend a landbridge to Moldova’s breakaway region of Transdniestria. “Combined with the reality that Putin faces a mismatch between his ambitions and Russia’s current conventional military capabilities … the next few months could see us moving along a more unpredictable and potentially escalatory trajectory,” Haines said. TACTICAL NUCLEAR WEAPONS Western concern at the risk of nuclear war increased after Putin launched the invasion on Feb. 24 with a speech pointedly referring to Moscow’s nuclear forces and warning that any attempt to get in Russia’s way “will lead you to such consequences that you have never encountered in your history.” Russia said last month it plans to deploy its newly tested Sarmat intercontinental ballistic missiles, capable of mounting nuclear strikes against the United States, by autumn. Asked about the prospect of Putin using tactical nuclear weapons, Berrier said: “Right now, we do not see that.” Haines said earlier that the intelligence community believes Putin would authorize the use of nuclear weapons only if he perceived an existential threat to the Russian state. Published by Reuters By Tom Allard JAKARTA (Reuters) -The decisive victory of Ferdinand Marcos Jr. in the Philippines’ presidential election on Monday is set to re-shape the Southeast Asian country’s relations with China and the United States as he seeks closer ties with Beijing. Marcos, the son and namesake of the country’s former dictator, has long-standing ties with China and is seeking a new deal with Chinese ruler Xi Jinping over the contested waters of the South China Sea. Marcos’s relations with the United States, on the other hand, are complicated by a contempt of court order for his refusal to co-operate with the District Court of Hawaii, which in 1995 ordered the Marcos family to pay $2 billion of plundered wealth to victims of Marcos Sr.’s rule. The Philippines is a fulcrum of the geopolitical rivalry between the U.S. and China, with its maritime territory encompassing part of the South China Sea, a strategic and resource-rich waterway over which China also claims sovereignty. In 2016, an arbitral tribunal constituted under the International Law of the Sea ruled in favour of the Philippines over China’s claim, a decision seized upon by other claimant states, as well as the U.S. and its allies concerned by China’s construction of military installations on islands in the waters. But in interviews during the election campaign, Marcos said the ruling was “not effective” because China did not recognise it. He would seek a bilateral agreement with China to resolve their differences, he said. “If you let the U.S. come in, you make China your enemy,” he told DZRH Radio. “I think we can come to an agreement (with China). As a matter of fact, people from the Chinese embassy are my friends. We have been talking about that.” Antonio Carpio, the former Supreme Court Judge who led the Philippines’ legal team at the arbitral tribunal, said Marcos’s stance was a “betrayal”. “He’s taken the side of China against the Philippines,” he said. Rommel Banlaoi, a Manila-based security expert, said Marcos, also known as Bongbong, wanted friendlier ties with China but not at the expense of ceding territory. “He’s open to direct consultations and bilateral negotiations with China to settle their differences,” he said. “He is willing to explore areas of pragmatic co-operation with China, including the development of natural gas and oil in the West Philippines Sea.” The West Philippines Sea is within the Philippines’ exclusive economic zone in the South China Sea, but is also claimed by China. There have been repeated clashes between vessels belonging to the two countries in the area in recent years. ‘FOND MEMORIES’ Marcos is also keen to attract investment from China for his ambitious infrastructure agenda, said Banlaoi. “The Marcoses have very fond memories of their trips to China.” Marcos’s father ruled the Philippines for 20 years until 1986 and was a close U.S. ally but began engaging with China after diplomatic relations were established in 1975. A year earlier, Marcos Jr., then 18, accompanied his mother Imelda to Beijing in a historic trip that paved the way for the diplomatic detente. Footage of the trip shows the beaming youngster meeting Chinese leader Mao Zedong. It was the first of many visits. In a cable sent to Washington D.C. in March 2007, obtained by WikiLeaks, the U.S. embassy reported that Marcos “travelled frequently to the PRC in 2005 and 2006 to drum up business”. A month after the cable was written, China opened a consulate in Laoag City, capital of the family’s fiefdom in the province of Ilocos Norte, where Marcos was governor. Laoag City has a population of just 102,000 in a country of almost 110 million people and is one of two consulates outside the capital Manila. ‘COERCION AND AGGRESSION’ The United States has upped its engagement in Southeast Asia, and the Philippines, in recent months, to combat China’s “coercion and aggression” in the region. In March and April, more than 5,000 U.S. military personnel undertook exercises with their Philippine counterparts, the largest in seven years. Renato Cruz De Castro, an international affairs analyst at De la Salle university in Manila, said the manoeuvres highlighted how strategic imperatives had forced outgoing Philippine President Rodrigo Duterte to build strong relations with Washington despite his hostility to the country’s former coloniser. Soon after he was elected, Duterte called for the Philippines’ “separation” from the U.S. and courted China. “Duterte realised that, whether you appease or challenge China, it doesn’t matter. They are still going to try to take your maritime territory,” he told Reuters. “Marcos might have some issues with the United States (but) he will face constraints from his bureaucrats and the armed forces who really value the alliance.” U.S. State Department spokesperson Ned Price said during a press briefing on Tuesday it was too early to comment on the results of the Philippines election or the impact it might have on relations, but said “we look forward to renewing our special partnership” and working with a new administration in Manila. “As friends, as partners, as allies we’ll continue to collaborate closely to advance a free and open, connected, prosperous, secure and resilient Indo-Pacific region,” Price said. “We’ll also continue…to promote respect for human rights and the rule of law, which is fundamental to U.S. relations with the Philippines.” Marcos hasn’t visited the United States for 15 years, fearful of the consequences given he and his mother are facing a contempt of court ruling and a $353 million fine. That’s on top of the $2 billion payout he and his mother have been ordered to pay to 9,539 human rights victims, of which only $37 million has been recovered, according to the lawyer who launched the class action, Robert Swift. “Somebody might think and say, ‘OK, Let’s jail this person’. They can do that,” Marcos told a Philippines journalist, Anthony Taberna, in August. “We don’t take that risk anymore.” A spokesman for Marcos did not immediately respond to requests for comment on his U.S. travel plans as president. The U.S. State Department and Department of Justice did not respond to requests for comment about whether Marcos would be granted diplomatic immunity if he visited. Swift, for his part, expected that he would get the customary immunity. “Bongbong Marcos’s apparent victory will be met with disappointment among many in Washington,” said Greg Poling, director of Southeast Asia Studies at the Washington-based Center for Strategic and International Studies. “But it doesn’t change the fact that the U.S.-Philippines alliance is more vital than ever and the United States needs to continue working to deepen it.” Banlaoi said Marcos would seek to preserve the U.S. alliance but keep his options open. “Depending on how the bilateral relationship of the Philippines and the U.S. proceeds under BBM, renegotiating the mutual defence treaty remains an option,” he said, using another nickname for Marcos. Musk, the world’s richest person and chief executive of Tesla Inc, has inked a $44-billion deal to buy Twitter. He has called himself a “free speech absolutist” but given few specific details of his plans. Musk is expected to become Twitter’s temporary CEO after closing the deal, Reuters previously reported according to a source familiar with the matter. The question of reinstating Trump has been seen as a litmus test of how far Musk will go in making changes. Musk, speaking to the Financial Times Future of the Car conference, added that he and Twitter co-founder Jack Dorsey believe permanent bans should be “extremely rare” and reserved for accounts that operate bots or spread spam. Musk said the decision to ban Trump amplified Trump’s views among people on the political right, and he called the ban “morally wrong and flat-out stupid.” The suspension of Trump’s account, which had more than 88 million followers, silenced his primary megaphone days before the end of his term and follows years of debate about how social media companies should moderate the accounts of powerful global leaders. Trump was permanently suspended from Twitter shortly after the Jan. 6 riot on the U.S. Capitol. Twitter cited “the risk of further incitement of violence” in its decision. Musk has also said the platform must limit speech as required by law, and he told a European Union official on Monday that EU policy was “exactly aligned” with his own thinking, referring to a new law that levies hefty fines on companies that do not control illegal content such as advertising aimed at children. ‘OUGHT TO BE EVERYWHERE’ Conservatives, who have accused San Francisco-based Twitter of bias against right-leaning views, have cheered the prospect of Trump’s return. “He (Trump) ought to be everywhere he can,” Republican Senator Rick Scott told reporters when asked about Musk’s comments. “We shouldn’t have social media companies that are restricting people’s ability to get their message out.” Democrats have said Trump’s potential reinstatement could constitute a threat to democracy, although some hope that a frequently-tweeting Trump could upset their base and rev up turnout in the November midterm congressional elections. Twitter declined to comment. Trump had previously told Fox News that he would not return to Twitter if allowed, preferring his own social media app, Truth Social, a Twitter-like platform that launched on the Apple app store in lat February and in which users post “truths” instead of tweets. Trump has revved up his messaging on the new platform after a slow start, posting about 50 times, mostly in the last week, to his 2.7 million followers. He averaged 18 tweets a day when he was president. There was no immediate comment from a Trump spokesperson. Trump is chairman of the company that owns Truth Social, which is merging with blank-check acquisition firm Digital World Acquisition Corp. White House press secretary Jen Psaki said on Tuesday Twitter’s ban on Trump was a matter for the company to decide. The controversial performance isn’t set to appear on the streaming platform, although The Hollywood Reporter notes this isn’t down to the alleged attacked. Biden and Vice President Kamala Harris will unveil the agreements on Monday at a ceremony with executives from companies that provide internet services. The commitments are part of the Affordable Connectivity Program (ACP), which is an aspect of the infrastructure law passed with support from Republicans and Democrats last year. It helps eligible American families reduce their internet bills by as much as $30 a year, the White House said. With the new commitments, tens of millions of households that are eligible for the ACP will receive internet service free of charge, it said. Households with low incomes can qualify for the program. Receiving federal assistance through other programs, such as food subsidies or the Medicaid low-income health insurance programs, also makes a household eligible. A senior administration official told reporters on a conference call that the companies had made the commitments voluntarily.
