Except in New Orleans and other US cities you can call the police and expect a certain level of protection. I'm sure in the resort areas you could do the same. However Outside of that I wouldn't expect much. The only time I ever got robbed in Mexico was by the police. They pulled us over in my rental car and literally went through our pockets.
