Having a lot of experience with shorter guys, I would say this is not an unusual phenomenon. The reality is that shorter guys are not just smaller in one dimension (height), they are typically smaller in all three dimensions. So it's not unusual for people to look at a photo, which only captures two dimensions to start with, and scale the person up or down to average height. For people coming from the shorter side, this can make them look beefier than one would think of them in person. Add the fact that humans have binocular vision, so our vision can wrap around curves like those of a human body, and cameras are monocular (this is the phenomenon at the root of the phrase "the camera adds X pounds"), and you can end up with an expectation that is not met in real life, even though close examination would show there is nothing actually manipulated in the pictures.

 

Having said that, I haven't met this particular guy, even though I would like to very much, but looking at the photos, I don't see anything that wouldn't be explained by a semi and a somewhat flattering camera angle.
