Even the infamous Benjamin Zander recording (where he plays with tempi to a sometimes ridiculous extent, though he explains all his choices according to how he interprets Beethoven's metronome markings) isn't anywhere near 40 mins, lol.

 

I'd say the average performance is more like an hour and 15 or so. In fact, there's a common story that the length of recording time on a CD (74 minutes) was set because Beethoven's 9th could then fit on one CD.

 

The logic of the orchestra size vs. time question is more ridiculous than a trump tweet. The music takes the same amount of time no matter who's playing it.
