I should have asked, 'To what extent does this happen in the US?" As a public school teacher in Oregon in the mid 70s, I had to take a drug counseling class for recertification. One of the key philosophies of the course was, 'propose rather than impose' and to realize that 'everyone who experiments with drugs doesn't necessarily end up using them, that every user doesn't necessarily become an abuser, and that every abuser doesn't necessarily become an addict. Most addicts, however, began as experimenters.' Apparently Nancy Reagan's 'Just say, "No!"' campaign wasn't enough.
