If what they want are less Russian sailors (and their hardware) in Swedish waters, this is not the software to do it. They will be dealing with hundreds of horny Russian men trapped in subs for weeks on end. Where would you go if you were the sailors? Straight for that sign. Perhaps however the Arbitration Society is right, only lovemaking or an approximation thereof will follow.
