Do I have to wait until I spend money on PayPal, buying some happy crap on eBay? (which I can't afford to do any more)

 

Or do I have to pay some exorbitant "transfer fee" to get it over to my credit card? (making the transfer pointless)

I don't think you can transfer PayPal funds to a credit card, but you can definitely transfer them to a bank account.
