It's apparently some small company that's being proposing a share repurchase, according to their own press release. There's little info about the company available, at least from a quick Google search. I'd be worried that some insiders are planning on flipping.

Yeah, I understand that day traders are hoping to beat the insiders. But many insiders make significant trades through large banks, which have expensive hardware that executes orders far faster than the rest of us can.
