Headless Drivers

Has anyone else noticed that many times when you're driving behind another vehicle, all you can barely see is the top of their head. I used to think it was "silver tops, but it seems to include every age and gender. If you pull up beside them, they appear to be looking out the front window through the steering wheel. I don't know how they have enough visibility to see properly. Is it height challenged, majority of height is hip down or the way newer cars are made?
