No, I doubt this was dealing with gay issues in any way. I don't know the context of this clip since I never watched this show, but I assume his repeating "I loves ya" was more a take on his trying to get people to do what he wanted through manipulation. If it was intended to be a discreet way of dealing with gay issues, I doubt the writers/producers/actors would have been so upfront with the dialog (having one man go from one to another professing his love).
