Yep. It actually comes from old telephone exchanges.

 

Remember old movies where the starlet picks up the phone and says "Operator, get me Lakeview 1212"? Those exchanges stuck as "neighborhood" names in a lot of places.

 

In NYC, for example, SOHO is SOuth of HOuston and Tribecca is "triange between" something or other.
