There was never any doubt that it would pass the DC Council. It will be interesting to see the dance Congress does with this. Bishop Jackson needs to keep his nose in Beltville, IMO.

If both the Houses of Congress pass a bill voiding the action of the City Council and if that bill is signed by the President the City Council action is nullified. My guess is that Nancy Pelosi and the Democratic leadership in the House, in order to protect Obama from having to take a public stand on the issue, will use House rules to prevent it ever coming up for debate let alone come to a vote. The Speaker has that kind of power over the House’s agenda. The problem is that the issue will NEVER really be settled in D.C. If and when the Republicans gain control of Congress again they can bring the issue up at any time.

Congress itself has 30-days to approve the bill, and they do not need Obama's approval. It's only if the bill is actually passed that it would require an act of Congress and a presidential signature to overturn the bill. So, any pressure that's going to be applied to defeat the measure will likely come in the next 30 days. Once the bill is law, it will be very tough to undo.
