I think it goes beyond the local police situaiton. This man should have never been released on parole. He imprisoned a woman in a storage facility and repeatedly raped her back in the late 1970's. I do not understand why authorities would let such an obvious sociopath out of prison. Had he remained locked up this entire tragedy would have never occurred.
