How to send private messages via the message center to arbitrary users?

I've forgotten the normal way to send a private message to a particular user. I know that if a user has set his profile to accept private mail, and you're luck enough to notice that he's made a posting or a comment on a posting you can click on the little icons involving envelopes to bring up a page, but I can't find the normal way to do that for an arbitrary user.

 

Of course I could click on the icon for some other user and manually edit the URL ...

 

And by the way even this feature is broken sometimes, but not always. For example, in the thread in this forum entitled "server upgrades" it tries to reference

which contains a superflous "/images", but clicking on the icons in the thread that I started "Wish List Message Center Features" seems to function properly.
