If you read the article, you'll see that they were targeting massage parlors. They arrested a few of the owners for pimping and human trafficking, but then they also arrested the providers of the massage for prostitution.

This article is from 2017 but makes it clearer that the authorities see massage parlors as one of the many sources of human trafficking.
