Yes, and it is not only brothels that are illegal - France is in the category of "abolitionist" countries where the act of paying for sex is in itself illegal.

France follows the same model as Sweden, where the provider is not doing anything illegal by providing their services - the client, however, breaks the law if paying for a sexual service.
