Washington DC: "Prostitution Free Zone"

I'm not sure this is the change a lot of guys here can believe in.

I don't suppose this could be compared to an "economic free zone"?

 

An economic free zone is an area where some or all restraints are removed to promote commerce; it could be no import or export taxes or it could be any reduction in price that would benefit trade.

 

Therefore I am expostulating that this would be a reduced price zone for prostitution or even, dare I suggest it, where sex might be "free"?
