A friend just tested HIV indeterminate. What are his chances?

Nice discussion and I hope your friend re-tests just fine. I am only into performing fellatio. From what I read, this has lower risks. But I am still considering PrEP. Will Maryland's public health clinic provide PrEP treatment?

He lives in DC and is almost 65 y/o, and has insurance he's preparing for the worst just in case.

Yes..this one explains the limitations of hair test for him: "So until January 2017, which is as far back as direct measurements of PrEP in his hair can go, we only have the patient’s assurance that he took PrEP regularly every day from July 2016 onwards."
