Wanted to provide a further update:

So he texted me back after I told him I was tired of wasting time with commitments that he wasn't keeping, and he said he was very sorry and really wanted to make it up, and he'd be available the next day (today).

Fast forward today...I text him, and he said he was available but the rate was $50 more than agreed upon. So I told him to forget about it, because I don't play those games, especially when he's been wasting MY time. His response was "You were lucky I even considered meeting you". Not a response I would take lightly when someone's broken commitments, and raising rates behind your back.....ok, rant over lol. If someone else has had good luck with him, then good for them, but I don't accept an attitude with this kind of situation, especially when it's someone that's already raised too many red flags.

I did not end up meeting with him. Although he seemed nice, he seems to have issues making and keeping appointments. He kept constantly rescheduling and when the time would come he wouldn't respond to messages. Couldn't keep wasting my time if he wasn't serious about it.

So I had a phone call with him and he does seem to be the real deal. Meeting with him this weekend (hopefully). Will update on my experience!
