Published by Reuters By David Shepardson WASHINGTON (Reuters) – The Federal Communications Commission (FCC) voted unanimously on Thursday to require wireless carriers to allow texting to the new “988” U.S. National Suicide Prevention hotline that will begin use by July 2022. “For individuals in crisis, text messaging can make it easier to contact a crisis counselor by allowing for a certain level of anonymity rather than engaging in a phone conversation,” the FCC said in a statement. FCC Chair Jessica Rosenworcel said “millions of us, but especially young people and those with disabilities, are more likely to text than call when they are in crisis. The bottom line is it shouldn’t matter if you make a voice call or send a text message because we should connect people in crisis to the resources they need, no matter how they communicate.” The “988” three-digit code will direct calls to the existing suicide prevention helpline (800) 273-8255, which will also remain in service. There is a separate Veterans Crisis Line that people can reach at (800)273-8255 and will be able to reach through 988. The U.S. Centers for Disease Control and Prevention (CDC) said U.S. suicide rates increased 33% between 1999 and 2019. Deaths by suicide declined by 5.6%, from 47,511 to 44,834, between 2019 and 2020, according to early CDC data published by the JAMA medical journal. In 2019, 12 million American adults seriously thought about suicide, 3.5 million planned a suicide attempt, and 1.4 million attempted suicide, the CDC said. The suicide prevention line consists of a national network of approximately 180 crisis centers linked by the toll-free number. In 2020, a total of 2.2 million calls were answered. The FCC noted that some major carriers, including AT&T, are making “988” available ahead of the deadline. The shift to “988” has impacted some local calling. Starting last month, wireless users in many parts of the United States had to include the area code when dialing a local number. House members also were awaiting the non-partisan Congressional Budget Office’s final assessment of whether the legislation would meet the Biden administration’s promise it would not result in deficit-spending. Moderate House Democrats have been particularly interested in receiving the CBO “score” of the bill. It is unclear whether any moderates would withhold their support for the sprawling bill if the analysis finds additional tax revenues embedded in the bill would not cover the new spending. “Those votes hopefully will take place later this afternoon,” Pelosi told reporters. Before holding a vote on passing the major new investments on social programs and confronting climate change, the House would first have to advance the bill over some procedural hurdles requiring at least one vote. Republicans are expected to oppose the legislation in lock-step following months of attacking it as a wasteful “socialist” agenda that will stoke price inflation. Meanwhile, former U.S. Treasury Secretary Lawrence Summers, who also has sounded alarms over inflation, gave his full-throttled support on Thursday for the bill. “This is as close to a no-brainer as I’ve seen in decades of public policy analysis,” Summers told reporters on a call hosted by the liberal-leaning Center for American Progress. In an interview, the disgraced Republican politician made a bold statement, saying he believes Rittenhouse would make a “pretty good congressional intern.” While speaking to Newsmax on Wednesday, Gaetz said his office might extend an offer to Rittenhouse while rooting for the shooter’s victory during the trial. “He deserves a not guilty verdict, and I sure hope he gets it because you know what, Kyle Rittenhouse would probably make a pretty good congressional intern,” Getz claimed. “We may reach out to him and see if he’d be interested in helping the country in additional ways.” MEGA Twelve jurors are currently deciding Rittenhouse’s fate after the 18-year-old was charged five felony charges, including first-degree intentional murder. Rittenhouse has pled not guilty to all charges claiming he was acting in self-defense during the chaos. The conservative representative also spilled his thoughts on self-proclaimed QAnon Shaman, who pled guilty for his role in the Capital Riot, labeling the insurrectionist as “relatively harmless” and “non-violent vegan.” The Shaman, whose real name is Jacob Chansley, has been sentenced to 41 months in prison after being found guilty of unlawfully obstructing an official proceeding. MEGA “The notion that he’s got to be in prison for 3 1/2 years to settle some sort of political score defies justice,” Gaetz added. “The American people deserve a Department of Justice that is the least political agency in Washington, and instead what we’ve got is a Department of Justice that is the most political agency in Washington.” Gaetz is currently under investigation by the DOP for allegedly hiring young women as prostitutes. The DOP is also looking into whether he had engaged in sexual intercourse with a 17-year-old girl before transporting her across state lines. According to sources, the department added two top prosecutors to dig deeper into their ongoing federal probe. Antibody protection from mild COVID-19 may not last Nearly everyone who had a mild case of COVID-19 still has antibodies to the coronavirus a year later, but that might not protect them from new variants, a small study suggests. Among 43 Australians who dealt with mild COVID-19 early in the pandemic, 90% still had antibodies 12 months later. But only 51.2% had antibodies that showed “neutralizing activity” against the original version of the virus and only 44.2% had antibodies that could neutralize the early Alpha variant, the research team at the University of Adelaide reported on Thursday on medRxiv https://bit.ly/3oGL2k1 ahead of peer review. Neutralizing antibodies against the now dominant and highly transmissible Delta variant were seen in only 16.2%, with 11.6% against Gamma, and against Beta in only 4.6%. Those who had mild COVID-19 “are vulnerable to infection with circulating and newly emerging SARS-CoV-2 variants 12 months after recovery,” the researchers said. The findings “reinforce the potential benefit” of tailoring vaccine boosters to currently circulating variants, similar to how annual flu vaccines are tailored to current influenza strains, they said. 100 million have or had long COVID, study estimates More than 40% of COVID-19 survivors worldwide have had lingering after-effects of the illness, researchers from the University of Michigan estimate, based on their review of 40 earlier studies from 17 countries that looked at patients’ experiences with so-called long COVID, defined as new or persistent symptoms at four or more weeks after infection. The prevalence rises to 57% among survivors who required hospitalization, the researchers reported on Tuesday on medRxiv https://bit.ly/3FmiuTu ahead of peer review. The rate was 49% among female survivors and 37% among males, they said. The estimated long COVID rate was 49% in Asia, 44% in Europe and 30% in North America. Among the most common problems, fatigue was estimated to affect 23%, while shortness of breath, joint pain and memory problems each affected 13%. The study likely did not capture all cases of long COVID, the researchers say. “Based on a WHO (World Health Organization) estimate of 237 million worldwide COVID-19 infections, this global pooled … estimate indicates that around 100 million individuals currently experience or have previously experienced long-term health-related consequences of COVID-19.” These health effects, they warn, “can exert marked stress on the healthcare system.” Virus’ effect on blood-thinning molecules causes clots Dangerous blood clots often seen in patients with COVID-19 happen at least in part because the spike on the virus attaches itself to molecules in the blood that play key roles in preventing clotting, thereby inactivating them, new research shows. With the virus bound to them, “these molecules (heparan sulfate/heparin) can’t do their usual anticoagulant activities,” explained Jingyu Yan of the Dalian Institute of Chemical Physics in China. Blood clots associated with COVID-19 often damage the lungs and other organs and can cause heart attacks and strokes. The excessive clotting has been attributed to the high levels of inflammation caused by the SARS-CoV-2 infection. Governments typically send a high-ranking delegation of diplomats to opening ceremonies in a show of international support for the thousands of athletes from around the world who participate. The 2022 Winter Olympics run from Feb. 4-20. Activists and some members of Congress from both parties have been pressing the Biden administration to diplomatically boycott the event. The U.S. government accuses China of carrying out a genocide against Muslim ethnic groups in its western Xinjiang region, accusations that Beijing denies. A Biden administration official said the United States is considering whether or not to send a delegation, while planning to allow American athletes to participate. Four sources with knowledge of the administration’s thinking said there was a growing consensus within the White House that it should keep U.S. officials away from the Beijing Olympics. White House officials declined comment on the looming U.S. delegation decision. A U.S. decision not to send diplomats would be a rebuke of Chinese President Xi Jinping just days after Xi and Biden worked to ease tensions in a virtual summit, their first extensive talks since Biden took office in January. The White House has stressed the care that Biden has put into defining the relationship. After Xi referred to Biden as “an old friend” during the summit, the White House emphasized that Biden does not see Xi as such. A bipartisan group of U.S. senators in October proposed an amendment to an annual defense policy bill that would prohibit the U.S. State Department from spending federal funds to “support or facilitate” the attendance of U.S. government employees at the Games. Democratic House Speaker Nancy Pelosi has also called for a diplomatic boycott. Last week, U.S. Secretary of State Antony Blinken said Washington was talking to countries around the world about “how they’re thinking about participation,” but left a deadline for a decision unclear. Authorities have confirmed one death after torrential rains and mudslides destroyed roads and left several mountain towns isolated. At least three people are missing. Some 18,000 people are displaced in the Pacific Coast province, Canadian Public Safety Minister Marco Mendicino said. “We expect to confirm even more fatalities in the coming days,” British Columbia Premier John Horgan said, describing the calamity as a once-in-500-year event “We will bring in travel restrictions and ensure that transportation of essential goods and medical and emergency services are able to reach the communities that need them,” Horgan told a news conference, urging people not to hoard supplies. The floods and mudslides also severed access to the country’s largest port in Vancouver, disrupting already strained global supply chains. Prime Minister Justin Trudeau said his government would help the province recover from what he called a “terrible, terrible disaster.” Ottawa is sending hundreds of air force personnel to aid the recovery and “there are thousands more on standby,” Trudeau told reporters in Washington ahead of a U.S.-Canada-Mexico summit on Thursday. Some affected towns are in remote mountain areas with limited access and freezing temperatures. In Tulameen, northeast of Vancouver, up to 400 people are trapped, many without power, said Erick Thompson, a spokesman for the area’s emergency operations. “(We) did a helicopter flight recently, dropped off food,” he told the Canadian Broadcasting Corp. SECOND RECENT CALAMITY The disaster could be one of the most expensive in Canadian history. The flooding is the second weather-related calamity to hit British Columbia in the past few months. A massive in the same region as some of the devastation destroyed an entire town in late June. “These are extraordinary events not measured before, not contemplated before,” Horgan said. Canadian exporters of commodities from grain to fertilizer and oil scrambled to divert shipments away from Vancouver but found few easy alternatives. Canadian Pacific Railway Ltd and Canadian National Railway Co , the country’s two biggest rail companies, said their lines into Vancouver remained unusable on Wednesday. After a phenomenon known as an atmospheric river dumped a month’s worth of rain in two days, officials are concerned that another downpour could overwhelm a pumping station near Abbotsford, a city of 160,000 east of Vancouver, which has already been partly evacuated. Mayor Henry Braun said volunteers built a dam around the station overnight. “That will buy us some more time, but if we had another weather event like we just went through, we are in deep doo-doo (trouble),” he told reporters. Abbotsford farmers ignored an evacuation order on Tuesday and desperately tried to save animals from rising waters, in some cases tying ropes around the necks of cows and pulling them to higher ground. (Reuters) – Jurors in the Wisconsin murder trial of Kyle Rittenhouse will deliberate for a third day on Thursday, picking up after they reviewed a series of videos of the teenager killing two men and wounding a third during racial justice protests last year. Rittenhouse, 18, is charged with killing Joseph Rosenbaum, 36, and Anthony Huber, 26, and attempted homicide in the wounding of Gaige Grosskreutz, 28, during a chaotic night of protests in Kenosha, Wisconsin, on Aug. 25, 2020. The jury of 7 women and 5 men has so far spent roughly 14 hours weighing two weeks of testimony, which included considerable evidence in support of Rittenhouse’s assertion that he used his weapon after being attacked. He faces life in prison if convicted on the most serious charge. For the last hour on Wednesday, the jury re-watched videos in evidence, including drone footage of the Rosenbaum shooting and videos of the subsequent shootings of Huber and Grosskreutz and the attempted shooting of an unidentified male. Rittenhouse, who was 17 at the time of the shootings, has pleaded not guilty and testified last week that he fired his weapon in self defense. He said Rosenbaum, the first person he shot that night, grabbed the barrel of his gun. Defense lawyers made a new request for a mistrial on Wednesday, saying prosecutors withheld the high-definition version of a drone video in evidence and enhanced it in order to portray Rittenhouse as a threat. Prosecutors denied the defense’s allegation. The shootings took place in Kenosha during protests – marred by arson, rioting and looting – that followed the police shooting of a Black man, Jacob Blake, who was left paralyzed from the waist down. The trial has emerged as the most closely watched case involving a civilian’s right to self-defense since George Zimmerman was acquitted in the fatal shooting of Trayvon Martin, an unarmed Black teenager, in 2013. Like Zimmerman, Rittenhouse has become a polarizing figure, viewed as heroic by some conservatives who favor expansive gun rights and as a symbol of a reckless American gun culture by many on the left. Peng, one of China’s biggest sport stars, said on social media this month that former Chinese vice premier Zhang Gaoli coerced her into sex and that they later had an on-off consensual relationship. Her post was deleted about half an hour later and she had not since then been seen in public or made a statement, alarming the global tennis community. On Twitter on Wednesday, Chinese state media outlet CGTN released what it said was an email Peng had sent to WTA Chairman Steve Simon, who is also its CEO, in which she said the allegation of assault was untrue. Twitter is blocked in China. “The statement released today by Chinese state media concerning Peng Shuai only raises my concerns as to her safety and whereabouts,” Simon said in a written statement. “I have a hard time believing that Peng Shuai actually wrote the email we received or believes what is being attributed to her.” Beijing has yet to comment on Peng’s initial allegation and discussion of the topic has been blocked on China’s heavily censored internet. The statement comes as China prepares to host the Winter Olympics in Beijing in February amid calls from global rights groups and others for a boycott over its human rights record. “My answer is very simple. This is not a foreign affairs matter, and I am not aware of the situation you mentioned,” foreign ministry spokesman Zhao Lijian said on Thursday when asked about Peng’s whereabouts and whether China is concerned her case would affect its image ahead of the Olympics. The Chinese Tennis Association did not immediately respond to a request for comment. The email which CGTN attributes to Peng says: “I’m not missing, nor am I unsafe. I’ve just been resting at home and everything is fine.” Besides CGTN, the English-language arm of state broadcaster CCTV, no other Chinese media outlet as of Thursday morning in Asia had reported the letter. A representative for Peng did not immediately respond to a request for comment. The Florida-based WTA and its men’s counterpart, the London-based Association of Tennis Professionals (ATP), previously called on China to investigate Peng’s allegations. Current and former players, from multi-major winners Naomi Osaka and Novak Djokovic to Billie Jean King, have expressed support and concern for Peng, with many top women’s players taking to social media with the hashtag #WhereIsPengShuai. “The WTA and the rest of the world need independent and verifiable proof that she is safe,” Simon wrote. “I have repeatedly tried to reach her via numerous forms of communications, to no avail.” Peng, 35, was the first Chinese player to top the world rankings when she was doubles number one in 2014. As expected, the self-portrait of Kahlo entitled “Diego y yo” (“Diego and me,” 1949), where the face of the painter’s husband Diego Rivera appears on her forehead, smashed the former record of $8 million set by a Kahlo in 2016. That made it the most expensive Latin American work of art in history sold at auction, the previous record having gone to a painting by Diego Rivera himself, whose work “Los Rivales” (1931) sold for $9.76 million in 2018. “Diego y yo” is emblematic of Kahlo’s self-portraits, known for their intense and enigmatic gaze that made the Mexican painter, a feminist icon, famous around the world. In the painting, Rivera’s face appears on Frida’s forehead, above her distinctive eyebrows and dark eyes from which a few teardrops fall. The depiction of Rivera, who at the time was close to Mexican actress Maria Felix, as a third eye symbolizes the extent to which he tormented her thoughts, art experts say. Kahlo and Rivera married each other twice. She died aged just 47 in 1954. “Diego y yo” last sold at Sotheby’s for $1.4 million in 1990. Soulages’ painting, which had spent more than 30 years in a private collection, corresponds to the red period of the century-old French artist. The complaint, filed on Wednesday at the election commission by a group called the Campaign Against the Return of the Marcoses and Martial Law, argued the conviction should have perpetually disqualified Ferdinand Marcos Jr from holding or running for office. He was found guilty in 1995 of failing to file income tax returns from 1982 to 1985 while governor of Ilocos Norte province, a verdict upheld two years later by an appeals court. “He has continuously neglected his penalty and disrespected the rule of law by running and filing his candidacy knowing in fact that he is a convicted criminal,” lawyer Howard Calleja told reporters after the filing. Marcos’s spokesperson did not immediately respond to a request for comment. The internal revenue code states that a public officer convicted of a tax crime will be barred for life from holding public office, voting and participating in any election. Since his conviction, however, Marcos has been elected governor, congressman and senator and ran unsuccessfully for the vice presidency. Published by Reuters By Nichola Groom (Reuters) -The Biden administration on Wednesday kicked off an auction of oil drilling rights to 80 million acres in the U.S. Gulf of Mexico days after joining a global agreement that for the first time targeted fossil fuels as the main driver of global warming. The sale by the Department of Interior is the first under President Joe Biden, whose administration paused drilling sales under a promise to end development on federal properties. But Biden lost a court fight to oil-producing states that sued to reinstate the sales. Sale statistics released by the administration early on Wednesday indicated higher interest in drilling tracts from oil and gas companies than in recent government sales. Interior said 307 tracts received bids from 29 companies. At the department’s last Gulf lease sale a year ago, 93 tracts received bids from 23 companies. The auction was being live-streamed early on Wednesday, and early bidders included Exxon Mobil Corp, BP Plc, Royal Dutch Shell Plc and Talos Energy Inc. The administration has appealed and a suit by environmental groups seeking to halt the sale is pending. The U.S. is moving ahead to hold onshore lease auctions in several states early next year. Interior’s Bureau of Ocean Energy Management was auctioning almost all available unleased Gulf of Mexico blocks, 80 million acres, at a live-streamed event on Wednesday morning. It is the first opportunity to test the oil and gas industry’s demand for Gulf acreage with energy prices at multi-year highs. U.S. crude futures on Tuesday settled at $80.76 a barrel, up 95% in the last 12 months. The Trump administration’s final Gulf sale, held last November, generated a modest $121 million in high bids. But oil companies Shell, BP and Chevron are seizing on the higher prices to advance offshore projects. Despite the court-ordered resumption of auctions, Interior spokesperson Melissa Schwartz said the agency was “conducting a more comprehensive analysis of greenhouse gas impacts from potential oil and gas lease sales than ever before.” Environmentalists called for Biden to halt the sale via executive order. “Biden has the authority to stop this, but instead he’s casting his lot in with the fossil fuel industry,” said Kristen Monsell, senior attorney for the Center for Biological Diversity.
