Published by Reuters By Arathy Somasekhar HOUSTON (Reuters) -Protesters holding signs and crosses with photos of victims from the Texas elementary school shooting protested Friday outside the National Rifle Association’s annual convention in Houston, as the gun lobby came under pressure after the massacre. Attendance was dampened and speakers and featured musical acts stayed away as about 500 protesters, some shouting “NRA go away,” and “Shame, it could be your kids today,” jeered attendees outside the George R. Brown Convention Center. Tuesday’s fatal shooting of 19 pupils and two teachers in Uvalde, Texas, by an 18-year-old gunman equipped with an AR-15 style semiautomatic rifle again focused attention on the NRA, the nation’s biggest gun lobby and a major donor to Congress members, mostly Republicans. Uvalde is about 280 miles (450 km) west of Houston. Video of the main auditorium in Houston, which holds about 3,600 people, showed it to be about half-full as former President Donald Trump took the stage late Friday afternoon. “The existence of evil in our world is not a reason to disarm law abiding citizens,” Trump told the audience to cheers, echoing speakers who rejected background checks or bans on semiautomatic weapons. South Dakota Governor Kristi Noem, a Republican, urged attendees not to back down in their fight against gun control. “Now would be the worst time to quit. Now is when we double down,” she said. Republican Texas Governor Greg Abbott and Lieutenant Governor Dan Patrick dropped out of making in-person remarks at the event. Patrick said he withdrew so as not to “bring any additional pain or grief to the families and all the suffering in Uvalde.” The headliners at a weekend concert, Don McLean, Larry Gatlin and Lee Greenwood, canceled their appearances. Gatlin issued a statement supporting background checks, calling it a “step in the right direction.” U.S. Senator Ted Cruz, a Texas Republican, said in a speech to the meeting that communities needed weapons to stay safe. “Taking away guns will not make them safer.” The NRA’s decision to proceed with its largest annual gathering is part of a decades-long strategy of standing up to pressure for gun control that dates to the 1999 Columbine High School shooting in Colorado. Wayne LaPierre, NRA executive director, addressed the school killings but said gun owners “love our nation, love our children and grandchildren. … That’s why we will always cherish and protect our fundamental right to defend ourselves and our communities.” At a park near the convention center, protester Harper Young, a 15-year-old Houston student, held a poster and choked back tears. “It’s completely unacceptable that gun violence is happening again and again. It’s horrific,” he said. Becky Pringle, president of the National Education Association, the nation’s largest teachers union, rejected suggestions that teachers be armed to thwart future shootings. “More guns equal more violence,” she said. “Assault weapons should be banned,” she said outside the meeting. Houston activist Johnny Mata called on the NRA to halt the convention and hold a memorial service for the Uvalde victims. “They have the audacity not to cancel in respect of these families, said Mata, who represented advocacy group Greater Houston Coalition for Justice. The NRA should “quit being a part of the assassination of children in American schools.” Tim Hickey, a Marine Corps veteran attending the event, dismissed the protests. “These people are puppets and sheep to the media. They are not changing anyone’s mind,” he said. On the convention center’s exhibit floor, attendees handled rifles, handguns, hunting and assault-style rifles at dozens of booths, and browse Sierra Bullets and other firms’ ammunition displays. The weekend convention was the five million-member group’s first annual get together after two prior cancellations due to the COVID-19 pandemic. Posters celebrating its 150th anniversary hung over the exhibit hall. The haunting stories told by young students who were forced to play dead as a heavily armed gunman continued a methodical spree — killing 19 students and two teachers — have been underscored by accounts of the slow reaction by police during the drama. Ten-year-old Samuel Salinas was sitting in his fourth-grade classroom when the shooter, later identified as Salvador Ramos, 18, barged in with a chilling announcement: “You’re all going to die.” Then “he just started shooting,” Salinas told ABC News. Texas authorities belatedly admitted Friday that as many as 19 police officers were in the school hallway for more than an hour without acting, thinking the shooter had ended his killing. “From the benefit of hindsight… it was the wrong decision, period,” said Texas Department of Public Safety director Steven McCraw. Ramos, who carried two assault-style rifles, was finally killed by police. Uvalde survivors have described making desperate, whispered pleas for help in 911 phone calls during his assault. Many played dead to avoid drawing the shooter’s attention. Eleven-year-old Miah Cerrillo even smeared the blood of a dead friend on herself as she feigned death. Samuel Salinas said he thinks Ramos fired at him, but the bullet struck a chair, sending shrapnel into the boy’s leg. “I played dead so he wouldn’t shoot me,” he said. Another student, Daniel, whose mother would not provide his last name, said he saw Ramos fire through the glass in the classroom door, striking his teacher. The bullets were “hot,” he told the Washington Post, and when another bullet ricocheted and struck a fellow student in the nose, he said he could hear the sickening sound it made. Though his teacher lay on the floor bleeding, she repeatedly told the students, “‘Stay calm. Stay where you are. Don’t move,'” Daniel recalled. He was finally rescued by police who broke the windows of his classroom. Since then, he has had recurrent nightmares. A troubling timeline President Joe Biden will visit Uvalde on Sunday to again make the case for gun control, as activists set about galvanizing voters on the issue in the run-up to November’s midterm election. Despite the scourge of mass shootings, efforts at nationwide gun control have repeatedly failed, though polls show broad support from Americans. Speaking at a University of Delaware commencement on Saturday, Biden — himself a grieving father twice over — evoked the image of parents preparing to bury their children in Texas, and lamented “too much violence. Too much fear. Too much grief.” “We have to stand stronger,” he told the graduates at his alma mater. The Uvalde shooting was the deadliest since 20 children and six staff were killed at the Sandy Hook school in Newtown, Connecticut in 2012. McCraw revealed a series of emergency calls — including by a child begging for police help — that were made from two adjoining classrooms where the gunman was barricaded. But he said the on-scene commander believed at the time that Ramos was in there alone, with no survivors, after his initial assault. “I’m not defending anything, but you go back in the timeline, there was a barrage, hundreds of rounds were pumped in in four minutes, okay, into those two classrooms,” McCraw said. “Any firing afterwards was sporadic and it was at the door. So the belief is that there may not be anybody living anymore.” McCraw separately told reporters, however, that a 911 call received at 12:16 pm reported eight or nine children still alive. As many as 19 officers were outside the classroom door at that time, according to McCraw’s timeline. McCraw said one caller — a child who dialed 911 multiple times — begged for police to come. Ukrainian forces battled to repel Russian forces from the outskirts of the key city of Severodonetsk, a Ukrainian official said, however denying claims it had been surrounded. Russia is waging all-out war for the eastern Donbas region — Ukraine’s industrial heartland where President Volodymyr Zelensky has accused Moscow of carrying out a “genocide”. “The town of Krasny Liman has been entirely liberated from Ukrainian nationalists,” the Russian defence ministry said, using the Russian name for Lyman and confirming an announcement made a day earlier by pro-Moscow separatists. Lyman lies on the road to the urban centres of Severodonetsk and Kramatorsk. Russian forces have been closing in on Severodonetsk and nearby Lysychansk in Lugansk province, with conflicting reports about the extent of their advance. Regional governor Sergiy Gaiday said Russian shelling continued on Severodonetsk as Ukrainian soldiers fought to oust the invading forces from a hotel on its edges, but rejected claims the city had been encircled. “Severodonetsk has not been cut off… there is still the possibility to deliver humanitarian aid,” he told Ukrainian television. A Lugansk police official, cited by Russia’s state news agency RIA Novosti, late Friday said Severodonetsk was “now surrounded” and Ukrainian troops could no longer leave the city. France, Germany urge talks Three months after Russia launched its invasion on February 24, leaving thousands dead on both sides and forcing 6.6 million people out of the country, Moscow has gained control over swathes of eastern and southern Ukraine, including port cities Kherson and Mariupol. Other Ukrainian ports have been cut off from the world by Russian warships, preventing key grain supplies from being transported out. Russia and Ukraine supply about 30 percent of the wheat traded on global markets. Russia has tightened its own exports and Ukraine has vast amounts stuck in storage, driving up prices and cutting availability for importers across the globe. President Vladimir Putin has repeatedly rejected any responsibility, instead blaming Western sanctions. But on Saturday he told French President Emmanuel Macron and German Chancellor Olaf Scholz in a phone call Russia was “ready” to look for ways to allow more wheat onto the global market. “Russia is ready to help find options for the unhindered export of grain, including the export of Ukrainian grain from the Black Sea ports,” the Kremlin reported him as saying. He called for the lifting of sanctions to allow “an increase in the supply of Russian fertilisers and agricultural products” onto the global market. Macron and Scholz urged Putin to hold “direct serious negotiations” with Zelensky, the German chancellor’s office said. And they demanded Russia free 2,500 Ukrainian fighters taken as prisoners of war after surrendering earlier this month at a sprawling steelworks in the ravaged port city of Mariupol. More weapons ‘dangerous’ Zelensky late Friday said his country was doing everything to defend the Donbas from intense artillery and missile strikes. “We are protecting our land in the way that our current defence resources allow. We are doing everything to increase them,” he added. To further help the Ukrainians, Washington was preparing to send advanced long-range rocket systems, US media reports said. Pentagon spokesman John Kirby did not confirm the plans to deliver the M270 Multiple Launch Rocket System, highly mobile equipment capable of firing up to 300 kilometres (186 miles) that Kyiv has said it badly needs. But he said Washington was “still committed to helping them succeed on the battlefield”. British Prime Minister Boris Johnson pledged his country’s continued support “including helping provide the equipment they need” in a call Saturday with Zelensky, his office said. But Putin warned Macron and Scholz that ramping up arms supplies to Ukraine would be “dangerous” and risk “further destabilisation”. He spoke after his army said it had successfully fired one of its Zircon hypersonic cruise missiles some 1,000 kilometres (625 miles) across the Arctic. Ship docks in Mariupol As he seeks to ramp up international pressure on Moscow, Zelensky will speak to EU leaders at an emergency summit Monday as they try to agree on an embargo on Russian oil, which is being held up by Hungary, whose Prime Minister Viktor Orban has close relations with Putin. “We need to act until they stop their policy of aggression,” Zelensky told a think tank in Indonesia. But Moscow said Russia expects to receive one trillion rubles ($15 billion) in additional oil and gas revenues this year, a windfall from the sharp rise in oil prices caused in part by its invasion of Ukraine. In Ukraine, a spokesman for the Russian-controlled Mariupol port said a first ship had docked there on Saturday. “It will be loaded up with 2.7 tonnes of steel,” he told Russian state news agency TASS. The two-time Oscar winner for “The Usual Suspects” and “American Beauty” was artistic director of The Old Vic theatre in London between 2004 and 2015. Allegations against him first emerged in the wake of the #MeToo movement that saw numerous claims of sexual assault and harassment in the movie industry. That prompted an investigation by London’s Metropolitan Police, and a review by The Old Vic of the 62-year-old Spacey’s time in charge there. The Crown Prosecution Service said in a statement that it had “authorised criminal charges” against the actor “for four counts of sexual assault against three men”. “He has also been charged with causing a person to engage in penetrative sexual activity without consent,” said Rosemary Ainslie, from the service. “The charges follow a review of the evidence gathered by the Metropolitan Police in its investigation,” added Ainslie, who heads the special crime division. The Met said separately that the first two counts of sexual assault date from March 2005 in London, and concern the same man, who is now in his 40s. The third is alleged to have happened in London in August 2008 against a man who is now in his 30s. The same man is alleged to be the victim of the separate charge. The fourth sexual assault charge is alleged to have occurred in Gloucestershire, western England, in April 2013 against a third man, who is now in his 30s. None of the alleged victims can be identified under English law. The CPS, which brings prosecutions in England and Wales, and the police both referred to Spacey by his full name, Kevin Spacey Fowler. British legal restrictions are in place limiting what the media can report until the case comes before a jury to avoid prejudicing any trial. The CPS said that when considering whether to approve charges, it makes “fair, independent and objective” assessments about whether a case should go to court. Claims against Spacey in 2017 led to the end of his involvement in the filming of the final season of the political drama “House of Cards”. He was also dropped from a Gore Vidal biopic on Netflix and as the industrialist John Paul Getty in “All the Money in the World”. Christopher Plummer was brought in as a last-minute replacement. Spacey, considered one of the finest actors of his generation, has previously denied similar charges in the United States. A criminal case against him for sexual assault there was dropped in 2019. Overall, 4,368 children and adolescents up to the age of 19 died from firearms in 2020, a rate of 5.4 per 100,000 a dashboard by the Centers for Disease Control and Prevention (CDC) showed. Homicides made up nearly two-thirds of the gun deaths. By comparison, there were 4,036 deaths linked to motor vehicles, the previous leading cause of death among this age group. The gap has been narrowing as road safety measures have improved over the decades, while gun related deaths have risen. The trend lines crossed in 2020, the latest year for which data is available — a finding identified in a letter to the New England Journal of Medicine (NEJM) last week. The letter’s authors noted the new data was consistent with other evidence that gun violence rose during the Covid-19 pandemic, for reasons that aren’t fully clear, but “it cannot be assumed that (it) will later revert to pre-pandemic levels.” The newly updated CDC dashboard shows that nearly 30 percent of the deaths were suicides, just over three percent were unintentional, and two percent were of undetermined intent. ‘Deadly consequences’ A small number were categorized as “legal intervention” referring to killings by law enforcement. The deaths disproportionately impacted Black children and adolescents, who were more than four times as likely to die as white children — for whom motor vehicles still posed a greater threat. The second most impacted group by guns were American Indians, followed by white Hispanics. Males meanwhile were six times likelier to die by a gun than females. By region, the gun-related death rate was highest in the capital Washington, followed by the state of Louisiana, then Alaska. The figures served to underscore that while mass shootings such as the one in Uvalde provoke horror, they make up only a small fraction of overall childhood gun deaths. “Since the 1960s, continuous efforts have been directed toward preventing deaths from motor vehicle crashes,” wrote the authors of another recent letter to the NEJM, contrasting the situation with that of firearms, where regulations have been loosened. While vehicle safety has been spearheaded by the National Highway Traffic Safety Administration, there is no equivalent agency to regulate gun safety, and historically very little government research funding was assigned to the area because of Republican opposition. Holden Thorp, editor-in-chief of leading journal Science published an editorial Thursday calling for more research into the public health impacts of gun ownership to advance policy change. “Scientists should not sit on the sidelines and watch others fight this out,” he wrote. “More research into the public health impacts of gun ownership will provide further evidence of its deadly consequences,” he continued, arguing that severe mental illness, often blamed for mass shootings, was prevalent at similar levels in other countries that do not have regular mass shootings. The toll of gun violence in America is staggering, according to figures compiled by organizations pushing for stricter regulation of firearms sales. 111 deaths per day – Nearly 41,000 people are killed by gun violence every year in the United States on average, according to the organization Everytown for Gun Safety, translating to 111 victims every day. In Texas, where the sale of personal firearms is only marginally regulated, an average of more than 3,600 people are killed by guns every year, according to Everytown. Since the beginning of 2022, at least 17,199 people have been killed by guns, according to a count by the Gun Violence Archive. About 7,600 of them were victims of homicide, either purposeful or accidental, and more than 9,500 died by suicide. In 2021, more than 45,000 gun deaths were recorded, including 20,920 murders — the highest since 2017, when around 58,000 people were killed, according to the Gun Violence Archive. Shootings also leave other casualties: In the last six months, some 14,000 people have been wounded by a gun. The youngest victims – Children are not spared when it comes to the cost of US gun violence. Even when they are not the direct targets of violence, such as in Tuesday’s massacre at a school in Uvalde, Texas, they can become the collateral victims of stray bullets or accidental discharges. So far in 2022, some 640 minors have been shot and killed, and more than double that number — 1,594 — have been injured. Of that number, 140 of the children killed — and nearly 300 of those injured — have been age 11 or younger. Last year, 1,560 kids were killed and more than 4,000 wounded. More than one mass shooting per day There have been 213 known mass shootings in the United States in the first 145 days of 2022, according to the Gun Violence Archive, which categorizes such incidents as ones in which there are four or more people killed or wounded, not including the shooter. “There have been more mass shootings than days in the year,” Connecticut Senator Chris Murphy said in Congress Tuesday. There were 692 mass shootings in 2021, the most since 2014, when the Gun Violence Archive began keeping records. Record homicides In a country where firearms are easily bought and sold and laws vary by state, 2020 saw 19,350 shooting murders, a historic high — 35 percent more than in 2019 — and 24,245 suicides — 1.5 percent more than 2019 — according to statistics compiled by US health authorities. The homicide rate reached 6.1 per 100,000 residents in 2020, a 25-year record, according to the Centers for Disease Control and Prevention (CDC) in a report published this month, though the toll was still not as high as the peak of the 1980s. Officials speculated that the struggles of poverty and the Covid-19 pandemic could have contributed to the spike. 390 million guns The right to bear arms is guaranteed in the second amendment of the US Constitution, and the number of pistols, revolvers and other gun types has increased in recent years. But under former President Donald Trump, the EPA had dismantled scores of environmental rules, including the initial proposal from the Obama administration.
