Sorry but usually the young men I hire or the ones who are members of my family do this thing called: "having your shit together/road map/plan" and they all have accounts to pay for college or other expenses and sooner or later get a secured CC. My youngest hire ever was 23, I never asked him if he had CC to be honest.

Any person over 21 years old who says he doesn't have a CC is lying or he needs to get one... You can always hire someone who has a place to host and if he doesn't just move on to the next ad. Don't you "canvass" a city collecting emails/cellphones to realize if it's worth it going there? Here in DC hotels are expensive but you can always use priceline, besides is pretty seasonal and prices go up and down. I'm sure the same happens with most large cities.
