My 1st thought with what you said - if you ever let a storekeeper or waiter get away with "forgetting change or making improper change", then you're a wimp.....with this kind of specific occurrence if it happened - keep it cordial & polite but stand your ground, speak up & make them make it right - it's not that hard to do.
