he has asked me 3 times what i am going pay him ... since when does the customer set the rate ?

so he sent me a text asking me to re schedule. I said ok this Friday,,,, Friday arrived and i sent a text to confirm, time and place and he said " hello " i said what time tonight. ? i also looked back online he was here in philly. he said, " i will let you know.. " i never heard from him .

This morning his ad is in NYC. and i am done. He never let me know he was un able to meet or re schedule .
