I would strongly recommend to re-think this.

 

I have lived in many places in Europe and know as a fact that even though many people are open minded to a point, most heterosexual men will react angrily, sometimes violently to an unwanted sexual advance by another man. This is a very common occurrence with US tourists and puts them in the position to be attacked or marked as a target. This is specially true in Mediterranean countries.

 

Politeness, respect, curiosity, a compliment or two will always be welcome, as will a tip. But during this interaction it is very important to pay attention to the cues, and only after you are relatively sure he is amenable to your socializing, you can be a tiny bit more complimenting. Then you have to let him take the lead.

 

Not only will you be safer this way, you will also avoid becoming the gross, inadequate, harassing rich tourist who has a waiter in a situation of disadvantage and is shitting where the waiter works. He has to be polite, he needs your money, he can't create a scene and keep his job, but has to stomach uncomfortable unwanted sexual advances. I am sure nobody would want to be THAT guy.

 

No, even if it is Europe, it's not a free for all.
