Oh! I just figured it out. Those aren't the kind of straws contemplated by "grasping at straws." Generically, those would be stalks of threshed grain strewn as bedding for livestock or used to make hats or brooms, but what's referenced here are thin reeds by the side of a river that a drowning man caught in a swift current might try to grasp to save himself.
