This guy is 'laying (putting on) tefillin'. Tefillin are composed of leather bands and phyllacteries (a small box containing parchment with certain prayers). There is one set that goes around your arm and one that goes around the forehead. Jews (mainly Orthodox) put them on each morning for certain prayers- following the words in Exodus, "And thou shalt write them for a sign upon thy hand. And they shall be a frontlet (band) between thy eyes....
