My friend used to live next door to this place. It looks clean from the outside, but I never see much traffic in or out. And I have been on that block at all times of the day and the night. I doubt very much you'll see/get the guys in the pictures. But I could be entirely wrong on this.

That is not a bad strategy. It is a shady, abandoned block though. Be a bit careful going there at night.
