For me, I prefer 'Under-Promise, Over-Deliver', for it's always a pleasant surprise to find anything better than I thought it would be. I also delight in 'Deliver what you promised', because there is no disappointment, my expectations have been met.

 

I ABHOR 'Over-promise, Under-deliver', if you have to lie to me to me to get my money, you're a fraud and a con-artist and I do not want to associate with you - this applies to escorts, car salespersons, doctors and lawyers. Everyone makes a choice to be FOR the customer or FOR themselves. Those that put their buyers first win every time.
