if he's involved in a criminal activity and you know about it you're helping him and in some cases you could also be implicated. Considering you already informed others of his activities... you have already answered your question about reporting him. It would be nice to know more details about what exactly is he doing. I don't want to be mean but if you're 49 now, I'm sure your relatives already knew or at least suspected.
